It’s possible but unlikely, more armed conflicts have happened because of this dispute than have happened in the past two decades @GTAPRO

Whenever a Un resolution involves a country that is in the Un that is a major power (Russia China USA France England) they are not included in the voting, this is how the Un has always worked, if said country was allowed to vote, they could vote in favor of themselves, which by definition is bias, and in some form; corruption @GTAPRO
