I think he's a good guy, but he's not american so to him he might not have known the significance of the event for the american people. Like maybe he is someone who likes dark/edgy memes and humor, I do too, just that I don't put it on the site.
There is no reason to bring such negative attention to a user’s name with such a post. Even if he what he did was wrong, he got his ban and that is it.
