PowerMultiplier can affect fuel consumption by a little bit, it doesn't do much but atleast it helped, wish Simpleplanes engine were like Simplerocket Engine...

you can't directly, but you can reduce engine input range. Instead of -1 and 1, do -.75 and .75. . That will make the engine have better efficiency.
