I made an MBT that I want to have a max speed of 45km/h, but no matter how high or low I put the horsepower setting on, it will always eventually go past my desired speed and stop exactly at 81km/h.

Is there a way I can set the maximum speed for an engine or perhaps the vehicle? Thanks.
