Is it even possible to calculate power to weight ratio to engine multiplier?

Like say I have a 21.9 ton aircraft and I want to give it a Power to Weight ratio of 0.75? Or do I have to convert that 0.75 to newtons? I really need help lol.

Final weight is around 28 tons and it uses the BFE 3000 or the strongest engine in the game. @WereOutOfNames thank you for helping me out. Can you give the formula as well? I want to use it for other future builds as well. Thanks again!
