How were these mods chosen? Are they friends of the devs? Or is it a different reason? Can regular people (us forumers) become mods? I am not being rude, but it can't be on points, because @kingdeadshot and @delphinus have 40k over points, so how? Any answers are appreciated.

It seems that they were chosen by the devs here. They were chosen by the devs, so I suppose the devs were looking for frequent and helpful users who they felt could be trusted to enforce the rules fairly.
