What are some free to use substitutes that I can use to make blueprints besides gimp?

My choices are limited as I don't have the capability to spend real money on programs and I don't want people to suggest programs that I already have installed.


List of programs I won't consider downloading:
ALL PROGRAMS THAT COST EVEN A SINGLE AMOUNT OF THE LOWEST DENOMINATION OF THE LOWEST VALUE CURRENCY
GIMP (I already have it downloaded)
MSPaint (No memes regarding that)
Microsoft Paint3D


The OS that I'm using: Windows 10

If drama starts to spawn here and I'm not the one responsible for starting it up on the comments section, it's your own problem for starting it, not mine.
If I were to start it, guess I'm getting some of the brunt of some of the forum community's wrath.

    You find photoshop CS6 for free in many places, works great

    @jamesPLANESii I'm writing that because I do expect drama to happen at some point in any topic. I might have that last paragraph copied for future forum posts that I would make if I seem to be considered necessary (Or rather compulsive).
