A CoM that is as close the CoL as the stability allows for will make your plane like to rotate (around it's CoM, in other words: pitch).
Also, the authority of the stabalizers is very important. Using rotators to create a all-flying tail will allow for greater deflection, and thus authority.
CoM and CoL placement, weight, wing loading, pitch range, rotator mass, the DamperMultiplier for the rotator, etc contribute to how your Aircraft will be manuverable
