What's the "performance cost" metric underneath a build's part count?

I just noticed it today. Although I understand that it measures "performance cost," what is its baseline, and what are the numbers relative to?

    @Kangy 13,000 performance cost, it can run 1200 parts VR on a good day

    @V I presume that's low end devices?
    My iPad 5th gen can't run stuff above 1k now thanks to FT being a thing - mobile hates FT because there's so much of it to run in most builds

    Anything above 10k won't work on mobile
