On behalf of literally everybody who suffers frame dips which normally would be absorbed by a fps higher than the refresh rate of their screen, who are currently forced to use v-sync to avoid screen tearing.

@Walvis The game is not supposed to be FPS capped on desktop with VSync off. I just tested it however and I am seeing it capped, which was not always the case. I've logged the issue and we will look into it. Thanks for brining it to our attention.
@NathanMikeska I tried for quite some time to get this to work, but I cannot make the game run in borderless window mode.
Even with the correct command '-window-mode borderless' the game straight up refuses to run in borderless window mode; screen tearing persist which should not be the case if the game runs in borderless windowed.
Also, with V-sync off the game appears to be capped at 60 fps. Is this supposed to be the case?

It should run in borderless window by default. If you want exclusive fullscreen, just launch the game with the following launch parameter:
-window-mode exclusive
