I want a hinge rotator to oscillate between it's min and max below a certain speed.

The speed I have down, I have the variable here:

(GS<15) ? (x) : (0)

What do I put into x? I'm assuming a cosine or sine function but I can't seem to get it to move. I'm guessing it's a little more complicated than this.
