I made a rig which lines two tires up beside each other, the higher power one spins the rig around that way. I'll test a bunch of tire pairs and line them up in the rankings.

Also I'll point out that a lot of things are at play here, like certain tires might be efficient at different rpms, and others might be better with larger diameter or width. I'll just keep all parameters default except tire type and see what happens.
