It has been a crazy long time since I posted an update on this project, and I'm super sorry because I'm sure there's at least one person who was at least sort of excited about this. Anyway, I've managed to import the heightmap from the game so it should look and feel great at this point. It isn't quite to scale, but I feel like it's better this way, what with render distances and stuff. The next step is to add the airports (Wright Airport AND north runway!)

@jamesPLANESii basically this software doesn't support heightmaps in the format Unity has. You can put pretty much any image file in though. Basically I flew up really high and took a screenshot and put it into Worldpainter. That looked pretty good from above, but when you loaded it into Minecraft it was unusable. This time, I figured out the right way to turn Unity heightmaps into JPEGs in Photoshop, which I did to get the results you see above. Evidently the heightmap Unity exports got mirrored when I was converting it. It should be fairly easy to fix, thanks for the observation.

@32 you can convert the java map into bedrock compatible vice versa.
