Are there requirements on who can start a challenge?
And how do people reward upvotes they promise?
Long ago I thought only mods or high ranking members of community can start one but i see now people with only few k points doing it
Are there any regulations?

@XxRxX As for the spotlight thing well you can ask a high ranking member (At least higher than the spotlightee) to spotlight them. Or pray that they are lower ranked
There's no requirements for starting a challenge; in fact you could make one right now. To reward multiple upvotes (e.g. 10 upvotes), you upvote 10 of their posts.
