Constables desperately google "how to calm a riot" as bobby helmets and truncheons run out
As Ballerists fought each other while trying to prove that Her Holiness the Thrower of Balls is either a cat or not a cat, some constables handling the riots were seen not wearing a helmet or not carrying a baton. Some reserve constables were seen wearing civilian clothes with a police armband, which proves that they ran out of uniforms.
Every police command had different ways to handle the riots. Blue Glacial Park Command tried to use snowballs, Aviation Command tried loading planes with water (and failed miserably), and the Traffic Command figured out that cardboard cutouts of constables and vehicles will work (spoiler alert, it did not).
Equipment shortages were so bad that a set of whistle blasts were used by reservists. Below is a list of whistle blasts and the equivalent commands.

It seems that they'll stop rioting only when ceasefires are reached.
