As to how they bugged Chii, just over-tagging him and request spamming.... After Chii blocked him, he made a pity party post that said "I guess Monarchii is never gonna be my friend" where he kinda painted himself as the victim but also admitted he was annoying (kinda like the Im obsessed with Pan post)
