Boat randomly accelerates to hundreds of KPH (Solved-ish)

I'm fixing up a ship for service but for whatever reason it's developed the tendency to randomly accelerate to over 300 kilometers per hour. I have genuinely no idea why.

It's propelled by two underwater propellers with manual pitch, and is steered by two wings set to small scale to permit massive effective area, on at the back (rudder) and one in the front nested inside the hull to improve turning. There is also a stabilizing(?)* wing in the center, though I may try removing that as the hidden front rudder may make it redundant.

Anyone ever had this issue before?

*It was recommended to me. I assume that's what it's for.

twas the rudder, the rear one is too big, shorten it and it should be good to go

It does appear to have worked.
    Thank you.

@MonarchiiwithastolenMG The front or middle? The middle one is the one you recommended.
Also it seems to have worked. Still testing, though.
Any idea why it might do that?

@OrangeConnor2 the tallness of the rear wing, make the wing area smaller, and the front wing is supposed to be bigger though I forgot to tell that

@MonarchiiwithastolenMG Shorted which? The control surface? The area?
Also I tried a jet. The nose didn't raise as high, but the problem still happened. Went faster too, but that's probably from less drag.
    Trying your suggestion right now.

I've messed around with it. Removing wings, changing engine power, returning to auto pitch.
once it reaches a certain speed it starts moving at about 218 kph, even if the engine is off. Remains stable for a bit until tipping over eventually. The bow lifts from the water like a bloody cartoon with only the stern touching the sea.
I am very, very genuinely confused.

@MonarchiiwithastolenMG So this sudden jump in speed is a known thing?
And wouldn't tying it to an AG make it a manual thing?
Under normal circumstances the ship isn't very fast, it's just as soon as... something happens it goes batcrap insane.

@OrangeConnor2 use an underwater airbrake with input "Activate8" or something, basically creates drag so

@MonarchiiwithastolenMG You were the one that recommended the inner wing. You have any clue what this is?
