Yes, but it would be impossible for them. They are very small, and they need the money from the games to continue making them. They made Juno free, but only the very first (simple) version, assuming people would like it so much, that they would buy more. I am pretty sure they are not doing any completely free games though.

I download roms from websites to use with emulators but that's because they aren't sold legally anymore and I'm very cheap, too cheap to buy a real copy of the game from eBay
So don't go pirating for mobile games that are still sold.
