Realistically you have to get it on step then push the yoke forward slightly to get it off step then accelerate to a takeoff speed before pulling back again, in SP it could just be the way the buoyancy is set up on your plane preventing it from being able to essentially rotate to take off

Throw some engine power at it using Funky Trees, while using pontoons or a flat bottom like this
