This is Chief General of the Republic Airforce (CGRA) Kayla Gorbovov
She is essentially incharge of the entire Independent Republic Air Force (IRAF)
Her family has a long airforce history as her predecessor was CGRA William Gorbovov (her father) not only that but her sister and brother would both serve in the IRAF for 20 years (brother as a bomber pilot. And sister as apart of a AA crew)

After serving a better part of 30 years in the IRAF Kayla would take the position of he father and become the second CGRA Gorbovov.
This isn't to say her time in the airforce was cushy even with her father's position.
Her father deemed it best to make her earn the title she most desperately wanted. Pulling ties to make her time in the airforce as difficult and challenging as possible.
Here she would show natural leadership and critical thinking skills better than no other.
She would also be sent on a bombing mission where she wound lose her and left arm. Shortly after this mission her father would pass away and she would take the place of CGRA.
