The most activity I see is around 4 pm to 6 est

Don't upload at 9:00pm-2:00am GMT me and Delphinus uploaded yesterday at that time and didn't get as many upvotes as usual(but correlation vs causation)

I'd say 17:45 EST or 14:45 PST, as this is the time when most people that are on this site (American school kids) get dismissed for the day.
