Project overload is the Allied strategy to take back some or all of Western Europe. It is divided into three stages, two of which are in effect
Stage one is a mass bombing campaign, similar to that from the nazi blitzkrig except on a larger scale
Stage 2 is an electronic and social attack against the nazi government, revealing what happens behind the scenes of their not so perfect government, broadcasting the horrible things the nazi government is doing (exposing the holocaust)
And Stage 3 will be a surprise, which will be unveiled to the world soon

DC, despite what your saying, has the Whitehouse, the Capital building, and countless other government buildings that you can't move to Nevada. Plus, take into consideration of the damage bombs would do to historical artifacts...
