It is because your steam is offline. Restarting your computer Restarts the whole platform causing it to have t reconnect to the internet
(Personally this happened to me as well so I just stuck to using the internet version which I think is better because it is a bigger screen)

Try launching simpleplanes from in Steam.

it didn't work still opening in windows explorer
Open Steam. That should do it.
