On a lot of my planes I make they are really front heavy. I can't counter the weight by putting some in the back because then it can't even fly. Any ideas?

@TimothyWong correct, but not too far. If your CoL and CoM are almost overlapping and your plane is still pitching down, you need more lift. That's easily achieved by making wings and horizontal stabilizer bigger and/or switching airfoil of the main wings to flat bottom
Move the wings forward, or drop weight in front of the center of mass. The further away, the more effective.
@TimothyWong you mean further forward? If he moves them back, it moves the center of lift further back, making plane more nose heavy
