Honestly, there is no set criteria at all. We all do it independently, without asking each other. We log in, see a design we like, and decide to feature it.
It isn't really "fair" I suppose, but it also isn't done with any sort of bias for/against a particular person...it is kinda just like a lottery I guess...as long as we see your plane, and like it...it may get featured.
We also tend not to feature a design that is already on the front page, or almost there even if we would've otherwise...so, it has a element of timing on when we see it.
Make something unique. If it is something everyone has seen before, the devs have no reason to feature it. The devs also have to see it, and that can be tricky.
