No, but the Overload mod might. Fine tuner can only edit weight... But the overload mod does many XML functions in the editor. Even with overload, the XML file still gets edited.... Just in a different way.
You still need to access the XML file for nonstandard colors and gloss, unbendable wings, and maybe a couple other things that can't be done on Overload either, so no.
btw Fine Tuner and Overload are STILL xml editing, it just edits the files in-game to make the process quicker.

I only use fine tuner for an easier nudging process, I use XML Overload for other modding
