1. Build your rudder. Self explanatory.
2. Below the CoM, but not at the center, add a small wing pointed downwards. Mirror it, then move it 0.01 on the X-axis. Mirror it again, then repeat the cycle until it becomes a solid figure.

Test it out, it works.
