So, there is this new thing called a quantum computer which uses particles called Cubits as the binary code, and the cool thing about qubits is that they are both 1 and 0 at the same time, yet neither until examined. They can be "programmed" to be either, but it isn't true that they will stay that way.This helps with computing and calculations, and thus, quantum computers which are impossibly impractical but would be blisteringly fast. I, on the other hand, am looking forward to them.
@Flightsonic and @Supercraft888 we (humans) are still not sure what they can and cannot do. So, I believe no and no to your questions, but I'm not entirely sure. ;)
