The first 2 links are references for USA Federal Standard (FS) colours including military.
The third link is to a FS to RGB converter... Select FS in the first drop down and then the FS number in the second. This should have RGB and HEX values.
The forth link is to a basic RGB to HEX conversation page just in case.
The last link will give you various shades of the colour using the HEX code from above.
XML editing: The colours are right at the end of the XML file. What gets lost in the conversion are things like matt or gloss and a few other aspects of colour, however this will get it reasonably close along with some tweaking.
