@TheRealAlbinoMosasaurus you can log in with the same account into the game on PC, yes. As for sales, SP is rarely on sale. When it is, its price is lower.
My potato laptop can run it near max settings (although it does get pretty hot) so you should be fine. Seriously though, you can hear the fans start spinning when you load up a browser
Pretty much any computer can run SimplePlanes. My laptop has 4x2.3gh Intel Core i5 processor, 8GB RAM, and an integrated graphics, runs Win10, and it can smoothly run up to 1200 parts on highest settings.
Well first off, you need a pc
This is the most important component
You need at least 12 GB of ram, intel i7 quad core is recommended, I think 1TB of storage, Nvidia GTX1060 or better, and you should also have windows 8 or higher. That's all I know, ask @RailfanEthan and @EternalDarkness since they know more than me about computers.

Ignore the others, I run it on a 10-year old home-built PC with 4GB of ram and an i3 processor. Works great for me!
