The range on ground target lock on is small, 3 miles I believe, and the island is 5KM wide, best chance to find them at Krakabloa is to fly right above the center of the crater, and select targets, If they have spawned, you will find them.

Yes, it is there, just turn on ground traffic from the setting menu where you change the weather.

It's there on PC.
