Just use fake props
still underwater propulsion items don't exist, but i managed to make an hydrofoil with blades right above the waterline: look at my creations.

How big of boat are you trying to make?
@LordofLego yes, I know. But without VTOL. Because it sucks trying to make the VTOL not flip the boat, while maintaining a good look.
Put a VTOL engine above the waterline and-- never mind, I'll just tag you in a boat of mine demonstrating this.
