You change all of the subs weight to zero. And you make the only buoyant parts on pistons that launch up causing the sub to dive. You can find zero weight and drag parts here
One system, which requires some work, is using rotators to drive propellers that counteract the buoyancy, such as in @GYORAI’s N-2
Another, more simple system is to use pistons to raise and lower buoyant blocks, with the hull suspended underneath, such as in my USS Dallas and Surcouf
