Use 100% buoyancy on the ship’s waterline and everything above that waterline. The Lower hull should have lots of weight. It will give the ship a pendulum effect where the waterline is the axel of rotation and the now low CoM be the mass. So when it rocks next time to one side, it will naturally adjust itself
