In my opinion, if you are creating a heli for the first time, and want to make it without a gyroscope, its much easier to make it with counter rotating rotors than using a tail rotor. Counter rotating rotors can usually keep the cog and cot in the centre. I have tried using tail rotors but found that they are much more complex to configure and control.
