Can you make a multiplayer server? And if so then how?????

if you can downlod multiplayer mod. (go to search first result "multiplayer") then you go onto game, find multiplayer icon, go to 157.7.205.136 and that is the multiplayer server always online, it usually has people during day
No since were on mobile we can't only pc :(
