Rules
1):You MUST follow the rules of Geneva Convention. Slight bending is allowed

2):No taking over more than a continent(I’m looking at you German Empire)

3):You MUST follow basic human rights. Your people MUST be well fed. No oppression.

4):You musn’t declare war on each other. Depending on who’s at fault, who’s the aggressor, or who has the most backing from other members on Phoenix Alliance, one of the two or more belligerents may be expelled from the alliance, at least until the conflict is over

5): Outside alliances are allowed, unless they come into conflict with other nations of the Phoenix Alliance

6): No embargoing other members of the Phoenix Alliance

7): No starting or supporting coups or rebellions in other members of the Phoenix Alliance.(I’m looking at you Nevada)

8):No supporting or cohorsing with an enemy of the alliance or a member of the alliance

9):Trading with members of the Phoenix Alliance is not mandatory, but encouraged

10):Only declare war if an enemy shows extremely aggressive threats or aggressive actions

11):Do not leave the alliance during war time, especially if it is to join the enemy

12): If you would like to leave the alliance, you must alert the other members of the alliance, and give a good reason

Any breakage if these rules will result in expulsion, or violent action
