When I try spotlighting a post that has fewer points than me I can’t. I can’t see the Spotlight button.

You need more points than the author of the post you are trying to spotlight. And if like in this case you have more Points you probably need to hit 300 Points or something, there is some ammount of Points you need to hit first.
