Only if you’re prepared to get 1/4 of the upvotes you currently get. Some vote on both form and function, but those are, sadly, the vast minority. I’ll upvote quite a few creations, though they might not be perfect, but I save my Spotlights for the very best builds and I definitely wring those out flying them before I do so. But to restrict upvotes to only those builds you’ve downloaded? That would put too much of the onus on the casual player.
Or let people admire it from a distance. I think the creator should strive for function and design, and the players that are able to download the creation should give critique or praise in the comments, if people say "unplayable, and the only movement is its auto roll by 50°/s" then I think it's fair to just ignore it and move on instead of upvoting for looks. But if you want to upvote something because it looks good and it gets praised for its functionality then I dont think it needs a download for the upvote to be justified.
Sureeeeeeeee, I'm not going to download a 4000 parts build that will make my game impossible to open because it will crash the moment I open the designer.......

Downloading a thousand part plane is no good for me so I just upvote it if I liked it.

@JamesBoA that's not funny I had to uninstall the game because I downloaded a 5000 parts F-16 just to look at it in the designer.
No because if it is too high part count but it's just too good
people would download and exit out of the game w/o touching it
And then there are some builds that aren’t made to be downloaded like artworks and stuff
