As far as I know, it shows the exact same thing unblocking and blocking. (Just like pinning and unpinning comments)
I suggest L1nus tries clicking that button, that says block, and sees if it works. It cannot hurt, and it may fix the problem.

I don't think I've ever seen them active in memory. I don't think, at least.
The only mods I can recall being active are MrSilverWolf and Seeras, and even then I hardly ever see Seeras. Or know them, like at all.
