The FI-46 was a short lived upgrade of the earlier FI-44. When the Ternian air force sought a replacement for the FI-44, it built two pre-production aircraft, the single engine FI-45 and the twin engine FI-46. Both aircraft however did not meet performance requirements and thus less than 10 examples of each type were built.
