This is the FBI SUV from GTA San Andreas, which i play. These vehicles are usually seen when you are over 4 or 5 stars. They are undercover FBI SUVs.The easiest way to obtain it to me is too go to Restricted Area while sporting the jetpack, then fly to the abandoned airyard, wait for a FBI rancher to come near you, quickly go inside, save the game, and as long as theres no one inside, or FBI or police in the area, steal the Rancher and its yours! If you played GTA Vice City these are really tough trying to escape them. They always ram you and send you flying or out of control. You can use these for vigilante (police chase) missions. Anyway, VTOL to drive and roll to steer (standard controls if you already know).
