I am sorry it is such a long read, but here is the wiki on Billy Mitchell
You could say he is the little known Father of Modern Air Power. The Navy and the Army did not want to believe that aircraft were a large threat to the weapons and tactics in which they had placed their faith.
Mitchell dragged them kicking and screaming into the modern era.

Let us not forget its namesake, William "Billy" Mitchell, who proved the effectiveness of aerial bombardment against maritime targets. (Although he did violate orders in doing so.)
