He had no intention of ever actually building it - untill the plan was accidentally presented to Hitler, having somehow made it into his pile of plan to present. Knowing that refusing would end rather badly for him, the engineer got to work combining tree Panzerkampfwagen VI Tiger hulls, two Panzerkampfwagen VI Tiger turrets, One 38cm RW61 auf Sturmmörser Tiger ‘Sturmtiger’ 'Turret', and two Panzerkampfwagen II turrets into the largest ever tank. It's only (official) flaw is that it could not turn.
