Kirill Lisitsyn received an order to develop an aircraft for the fleet. Vlad Ivanov took a direct part in the development and climbed into the cockpit himself.
The plane was named "Morskoy Volk" (sea wolf).
The Navy liked the project and they signed an order for the construction of five hundred aircraft.
