Sort of.
Missiles are used, but sparingly due to their cost. A typical Eel Protectorate patrol boat (design for which I still need to finish) carries two short range missiles, but would likely only use them as a last resort or if a high-value target was spotted and a lot of damage needed to be done fast.
SAMs are likewise used.
If the MWBS were to gain support from too powerful a faction then Graingy proper would step in to destroy the threat completely, something neither I nor the MWBS wants. That includes advanced jets.
As for the Eel Protectorate getting support... IDK something about liability. The brass didn't really tell me why we couldn't accept more powerful assistance.
