The JoL-21-27 Henker was created as a multipurpose all-weather fighter-bomber capable of aerial combat and destruction of ground targets in all conditions. To improve performance at low and high speeds, the aircraft received a variable sweep wing, which gives it good maneuverability at subsonic speeds. To defeat ground targets, the aircraft received a laser-television sighting system "Kaira-23". Also aircraft received the OLS-27 Optical-Locating Station.
