I understand that he didn't make hardly any changes to the aircraft,but he did change something. The rules mention it is okay to make another "Variant" of someone else's aircraft. (EX. UH-1C, A gunship Huey variant of the UH-1 Iroquois.) But still,no one will want to put in so much effort for someone just to add 2 parts.
