Try putting structural wings on rotator to serve as a rudder. That will give it some maneuverability. If that is not enough, try using VTOL engine and stearn mounted VTOL nozzle. Make sure that the nozzle is as close as possible to waterline, else it will flip the boat when you try to turn.
