The military originally thought that the missile was a pretty neat idea. But they soon found a problem as the enemy bases were really far away and all their pilots all happened to be at the local pub watching the buffalo bills getting their butts kicked. So the decided to make a missile that went long distanced and had major effects on the existence of enemy bases. However, said pilots didn't like the idea as it "took away from their job" so the military made it air-launced, completely defeating the purpose. It's namesake is in memory of the presidential candidate that was forced to abandon his campaign.
